Dipak Singh is the Principal Secretary of Environment, Forest, and Climate Change Department, Government of Bihar. He is an Indian Administrative Service (IAS) officer of the 1992 batch and has handled several important portfolios in state government as well as Central government. Previously he was the Principal Secretary of the Labour Resources Department, Government of Bihar. Deepal Kumar Singh was the Chief Executive Officer (CEO) of Bihar Skill Development Mission (BSDM) as well.
IAS Deepak has also led important portfolios earlier like Secretary, Water Resources Department, Government of Bihar (GOB), Managing Director, Bihar State Industrial Development Corporation. IAS Deepak has completed his MPhil in International Studies from Jawaharlal Nehru University (JNU) and holds PG Diploma in International Law.

The firing took place outside the house of the brother of Deepak Kumar Singh, Principal Secretary, Forest and Environment Department. On Thursday evening, criminals opened fire in Chhavail village of Kauakol police station area of Nawada district. The entire area is Naxal affected.
Senior IAS Deepak Kumar Singh’s brother Arjun Prasad Veer told that Karu Ram of the village has fired. After that, he absconded. Karu Ram is absconding in the murder case. The entire incident has also been captured on the CCTV camera. DSP Mukesh Kumar Sah has also confirmed the firing incident.
